The story seems to be that Obama said "take care of it" and bowed out to let the professionals handle it.
That sounds about right for a president who was afraid of being connected to a Black-Hawk-Down, and also didn't want a large military presence to mar the fictional peacemaker persona he's cultivated. He left it up to generals he could blame, and made it clear to them that they would be blamed for any failures - thus guaranteeing their inaction.
